IMPORTANT INFORMATION:
This vacancy is a regional staff position with local remuneration package. It is open to nationals and permanent residents residing in the duty station, Australia, and nationals from ADB member countries in the Pacific region such as Cook Islands, the Federated States of Micronesia, Fiji Islands, Kiribati, Papua New Guinea, the Republic of the Marshall Islands, Nauru, New Zealand, Palau, Samoa, Solomon Islands, Timor-Leste, Tonga, Tuvalu and Vanuatu.
Job Purpose
To lead and support the Asian Development Bank’s (ADB’s) economic work in Nauru, Solomon Islands, and Vanuatu.
To lead and support country programming and the identification, development, design, preparation, implementation, and monitoring of lending, grants, and technical assistance (TA) operations in one or more countries that comes under the responsibility of the Pacific Liaison and Coordination Office (PLCO).
Expected Outcomes
Strategy and Planning
  • Lead and support country strategies, country programming, and the preparation of results-based country operations business plans (COBPs) for one or more countries that comes under the responsibility of PLCO.
  • Lead and support the implementation of COBPs through regular monitoring and reporting, including interaction with all concerned government agencies and development partners in the PLCO countries.
  • Coordinate and engage with government, development partners, and other relevant stakeholders in implementing the high-level development agendas on alignment, harmonization, and development effectiveness.
Economic, Thematic, and Sector Work
  • Lead and support the preparation and management of policy-based loans and grants, including policy dialogue with governments and the preparation of economic analysis to support identification, design and implementation of reforms.
  • Prepare diagnostic assessments (e.g., governance assessments and poverty assessments) and other economic and sector work, including preparing relevant country sections for the Asian Development Outlook (ADO), ADO Update, Pacific Economic Monitor, and other publications.
  • Collect relevant economic data for PLCO countries and maintain databases.
  • Undertake the Country Performance Assessment and support the Performance Based Allocation exercise for countries under the responsibility of PLCO.
Project Management
  • Lead and contribute to the identification, processing, and implementation of lending, grant, and TA operations.
  • Provide guidance, advice, and comment to teams in the administration of sector and program loan, grant, and TA operations.
  • Lead and support socioeconomic, thematic, and sector studies, that contribute to PLCO’s knowledge products, and oversee their dissemination.
  • Support and contribute to PLCO’s regional cooperation and integration work.
  • Identify opportunities for collaborative work, cofinancing, and facilitate liaison with development partners.
  • Propose and introduce innovative approaches to project design and implementation.
Policy and Project Dialogue
  • Identify key issues to be addressed in ADB’s policy dialogue and conduct related policy dialogue with government officials.
  • Lead and contribute to ADB’s dialogue and work on economics, public financial management, public sector management, and structural and institutional reforms.
  • Undertake development partner coordination activities, including representing ADB in development partner meetings and exchanging information with multilateral and bilateral aid agencies.
  • Identify, contribute, and implement new or innovative approaches to policy and operational issues.
  • Establish networks and maintain effective communications with key national development stakeholders, including the media, academic, and research institutions, non-governmental organizations, and civil society to facilitate ADB’s operations and dialogue in the sector.
Knowledge Sharing
  • Lead and support the identification, conceptualization, development, and review of high quality and in-depth knowledge products for PLCO, the Pacific Department (PARD),and ADB.
  • Lead and contribute to knowledge development and dissemination of cross-country experiences on operational, sector, or country issues.
  • Participate in internal and external fora.
Staff Supervision
  • Coach and mentor to develop capabilities and potential of reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Plan and ensure the on-going learning and development of reporting staff.
Other
  • Perform any other duties that may be assigned in the incumbent’s work plan or responding to the needs of ADB or ADB’s member countries.

Qualifications

Education Requirements
  • Bachelor’s degree in Economics, Business, Finance, or a related field; preferably with Master’s degree or equivalent
Relevant Experience
Work Experience
  • At least 8 years of relevant work experience in economic analysis and policy, particularly with regard to developing economies, and at least 4 years of supervisory experience
  • Experience in program and stakeholder management
  • Experience in project design or administration
Technical Skills and Capacity
  • Proven application of knowledge and analytical capabilities in relevant areas, such as economics, fiscal policy, public financial management, and growth and development issues, especially in relation to developing economies.
  • Strong capacity for strategic thinking.
  • Able to utilize and share knowledge to benefit the broader ADB community.
  • Strong conceptual, analytical, negotiation, and organization skills.
  • Strong written and verbal communication skills in English.
